Dictamen aclara la obligación de contar con un Inspector Técnico de Obra (ITO) en construcciones y su distinción con las facultades de los directores de obras municipales.

• Article 143 of the General Law of Urbanism and Constructions (LGUC), as modified by Law No. 20.703, mandates that buildings of public use and other constructions specified by the OGUC must be supervised by a registered Inspector Técnico de Obra (ITO).
• The Inspector Técnico de Obra (ITO) must be registered in a national register established and maintained by the Ministry of Housing and Urbanism, or by an entity delegated for this purpose.
• The ITO is responsible for supervising the execution of construction works, ensuring compliance with applicable norms, the approved construction permit, architectural plans, structural calculation projects, and specialty plans.
