La Contraloría General aclara que los municipios pueden arrendar vehículos para trasladar a censistas que no sean funcionarios de su dependencia, siempre que cumplan con autorizaciones y normas legales aplicables al censo.

• Municipalities are legally obligated to provide all types of assistance, including personnel and means of mobilization, for censuses and investigations conducted by the National Institute of Statistics (INE), pursuant to Article 18 of Law N° 17.374.
• Article 19 of Law N° 17.374 grants the INE the authority to request the active participation of officials from various state entities, including municipalities, for official surveys, statistics, and censuses.
• The urgent and emergency nature of census activities, as recognized by Dictamen N° 9.028/2017, justifies the immediate assistance of state bodies, including the provision of transport means for census participants.
